References in the IFLA-LRM Model

The IFLA-LRM model does not currently have an overt relationship for linking two works together which is characterized by or labled: references/isReferencedBy. Such an overt relatinship would support the user interaction task “Explore”. There are other work-to-work relationships such as the broadly scoped isInspirationFor/isInspiredBy relationship (LRM R-21). I wonder how this relationship was overlooked or if it wasn’t (as in it was intentionally ommited), then why was it ommited?
